Who bulk bills, what the conditions are, and what to bring
Finding a GP who bulk bills and still has room for new patients is genuinely harder than it should be. Clinics fill up quietly. Some stopped taking new patients months ago without updating their listings. A quick Google search won't tell you whether you'll leave paying nothing or whether you'll be hit with an out-of-pocket fee on the way out.
This guide cuts through that. Every bulk billing and mixed billing GP clinic in Sunshine and St Albans that we're aware of is listed below, with the details that actually matter: address, phone, billing conditions, and what's available on site. Always call ahead before your first visit. Availability changes, and hours vary.
When a GP bulk bills, they accept the Medicare rebate as full payment. You pay nothing. You don't even need to touch your wallet.
From 1 November 2025, the federal government expanded bulk billing incentives to cover all Medicare-eligible patients, not just concession card holders and under-16s. That has nudged more clinics toward full bulk billing. Some clinics in this area bulk bill everyone; others still have conditions. Both types are listed below with the billing details clearly noted.
WorkCover and TAC claims are privately billed everywhere. That is a Medicare rule, not a clinic decision.
Sunshine Marketplace Medical Centre sits inside the Sunshine Marketplace shopping centre, next to the Priceline Pharmacy on Harvester Road. Walk-ins are welcome. On-site allied health includes physiotherapy, podiatry, a diabetes educator, and a dietitian.
One thing to know: bulk billing applies on weekdays. Come on a Saturday or Sunday and private fees apply. If out-of-pocket costs are a concern, book a weekday appointment.
Sunshine Central Medical Clinic on Devonshire Road fully bulk bills all Medicare patients with no out-of-pocket costs. The practice is multilingual: doctors and staff speak Vietnamese, Mandarin, Cantonese, and Malay. If English is not your first language, this is the most accessible option in Sunshine. On-site car parking available.
Durham Road Clinic is a short walk from Sunshine station on Durham Road. They bulk bill all Medicare patients, have on-site parking, and recently renovated. For patients who cannot make it in, home visits are available within a 7km radius. Call reception to check availability.
They are closed on weekends. If you need Saturday coverage, Sunshine Marketplace on Harvester Road is the nearest option.
St Luke Medical Centre on Main Road bulk bills all Medicare patients, WorkCover and TAC aside. The building has a dentist and dental hygienist, ultrasound, Melbourne Pathology on site, a physiotherapist, and a psychologist. Useful if you are managing ongoing health issues and want fewer referrals to chase across town.
Some third-party directories note an initial registration fee for new patients. St Luke's own website says they bulk bill all eligible Medicare patients. Call ahead to clarify before your first visit.
St Albans Medical Services at 264 Main Road is fully bulk billing with a strong women's health focus. They handle pregnancy care, contraception, cervical screening, chronic disease management, minor surgery, and liquid nitrogen therapy. Pre-employment medicals and drug and alcohol testing are also available.
Medical Centre St Albans has been on Main Road for over 50 years. This is a mixed billing practice. Concession card holders, patients under 18, and patients over 65 are bulk billed. Standard adult consultations attract a private fee. Worth knowing before you arrive.
Allied health on site includes a psychologist, diabetes educator, and occupational therapist, with pathology also in the building. Five-minute walk from St Albans station.
Furlong Road Medical Centre at 192 Furlong Road bulk bills, explicitly welcomes new patients, and runs after-hours sessions during the week. They offer telehealth with medication delivered to your door across the St Albans, Sunshine, Deer Park, and Keilor area.
Your Medicare card is the non-negotiable. Without it, bulk billing cannot be processed. Also bring:
Sunshine Health Medical Clinic at 25A Devonshire Road still appears in search results but has not been accepting new patients since January 2023. Save yourself the trip.
If you need a GP outside clinic hours, the National Home Doctor Service covers this area. Call 13 SICK (13 7425) and a doctor will come to you. For urgent but non-emergency conditions, the Sunshine Priority Primary Care Centre on Ballarat Road is free, open 8am–10pm daily, and takes walk-ins.
